Create a single PDF in this order: cover sheet → IRS notice/letter → your response → supporting documents. Use black text on white background, 300 DPI if scanned, and number pages (1/7, 2/7…). Put your name, last 4 of SSN/TIN, notice number, tax year, and phone on the cover.
